A: there's no problem for a tourist to go to bethlehem. you can either go with an organized tour or go on your own. you need to have your passport with you (and obviously some spending money). go to the check point at the end of the hebron road (you can go by taxi). then you'll pass the border control, get into bethlehem and visit to your heart's content. if you want to stay at a hotel there, you can do that too, although most people spend half a day there visiting the church of nativity (and sometimes shepherd's field and the milk grotto), do some shopping and return to jerusalem.
