With this base salary you can afford to live in Muscat for sure and of course you will not be starving. It also would be enough to support a partner. But - going by your avatar's name Noah which is a male name I assume (no offense please) that your are gay and if so, this would be a problem. You can only sponsor a wife. If it's difficult to find a job, I can't answer this without knowing his profession. Fact just is: if you are a female you can not sponsor a husband and you also can not live together without being married.
