I do not know to much about Kuwait, but in the UAE it's common to negotiate a salary package incl. basic salary, housing and transportation. In Abu Dhabi it's also mandatory that the company bears the costs of your health insurance (and your family members). To make a long story short. If you think to relocate with a family, Abu Dhabi of course would be the better place. You just have to take care that housing will be provided. Take care.
