Why Doesn't Any City In Sub-Saharan Africa Have a Metro System ?

Q: Why Doesn't Any City In Sub-Saharan Africa Have a Metro System ? like a subway, light rail , or tram..??? OR HELL even a functional bus system -do these people not care that the world is moving on without them ? -do these people realize that one of the main reasons ppl think africa is so unattractive is because their continent lacks global necessities ? i don't get it were in the 21st century and no city in africa can even compete with any other world city will there ever be any sort of metro rail system in africa ? OH AND BTW i am not talking about the arab countries in north africa or south africa they don't count please share your opinion on this subject because paulred those countries aren't don't have a black gov't and most ppl rarely even consider north africa apart of africa most ppl associate it with the middle east and south africa doesn't count because the country used to be ran by a white gov't and that's the only reason why they even have the mediocre rail system

A: First, each countries armies take up most of the resources. There is very little left for public transportation. Second, The countries are not industrialized. What economy they have relies on selling natural resources or on wildlife tourism.
