Q: It seems that the ANC has control over pretty much the entire country, except for Cape Town. How is this so?
A: They didn't win...they formed a coalition with other parties in order to rule Cape Town.....because is the biggest party in the coalition, they got the mayor's position and more seats in the executive.......NO PARTY has a clear majority in that city!!!!!!
