A: No, you're not considered black if you've lived in Africa. For example, most people wouldn't consider Egyptians black. Although I know an English boy who grew up in SA and beat up another guy for calling him a dirty African and telling him to get out of his country when he was drunk. :-) Keep in mind, however, that a lot of people will call a dark-skinned person a ni gg er even if he's not black or has never lived in Africa.
