A: Travel to Libya or Algeria is always possible from Tunisia. However, you must take a car or train. Tatouine is not a boarder town, so there is no way that you will be able to cross directly over into Libya from that town. Please remember that when crossing by land, you will need all travel documents that you would need if you were to travel by air or sea. That is, you will need a valid passport, and possibly a visa if it applies to you. The boarders are strictly guarded by Tunisian/Algerian or Tunisian/Libyan forces.
