Q: I'm just curious as this is the first I have ever heard of. Is it only for professionals applying for professional jobs as most likely the laborers won't have any diploma or degree? Can someone kindly shed some light on this in detail por favor.

A: In as far as I know, Managerial posts and sometimes even Supervisory posts (as per your labour card - which could vary from your actual post in the company) requires a degree certificate. Most office jobs and regular jobs and sometimes for some nationalities, a high school diploma or higher is required. Labourers and none-professional/less skilled jobs requires only a grade school certificate; sometimes it is not even required.
