May I know where did you get the fact that indeed hands are being chopped in Dubai in the past? For the record, hands are not being chopped of those being caught stealing. They are referred to the Dubai Court who will determine the crime and if found guilty, are being sent to jail to serve time with corresponding fines and for expats- are being sent back to their home country stamped with travel ban after completing the served time.
